Responsibilities:

Under limited supervision from the ETV Vice President for Engineering, this position has responsibility for the planning, design, construction, operation, and maintenance of technical facilities used in the production and transmission of television and radio programs. 

Directs and oversees all aspects of the Transmitter Operations area which is comprised of the Transmissions and Microwave Units, which includes (but not limited to) responsibility for the operations, maintenance, repair and/or replacement of equipment used in these areas.  Responsible for keeping the VP of Engineering aware of the operational status of the Units.

Directs and oversees all aspects of the Studio Services area which is comprised of the Master Control, Traffic, Maintenance, and Media Operations Units, which includes (but is not limited to) responsibility for the operation, maintenance, repair and/or replacement of equipment used in these areas.  Responsible for keeping the VP of Engineering aware of the operational status of the Units.
 
Functions as senior design coordinator in developing plans and making recommendations for new systems and for upgrading or improving existing systems such as television studio transmitting facilities, studio facilities, microwave systems, automation and control systems, fiber optic systems and satellite transmitting and receiving systems.  Supervises the work of senior project managers and reviews technical designs and budget estimates prepared by engineering staff or engineering firms contracted with ETV Engineering Division.

Prepares reports and applications for submission to Federal, State, and local regulatory agencies.  This will include, but not be limited to, license applications to the FCC and FAA, approvals required by the State Engineer, and any permits required by local regulatory agencies.

As needed, represents ETV at meetings with the state Emergency Management Division (EMD), Public Service Commission (PSC), Auxiliary Communications, Healthcare Coalitions and other governmental and non-governmental agencies involved in public safety and emergency communications.

Performs managerial and administrative functions of the Vice President for engineering in his absence.

Requirements:

MINIMUM AND ADDITIONAL REQUIREMENTS:

A bachelors degree and relevant program management experience.

PREFERRED QUALIFICATIONS:

A bachelors degree in engineering and ten (10) years experience or equivalent training and experience in the design and construction of: television and radio transmitting facilities, satellite earth terminals, microwave transmission systems, fiber optic systems and the architecture of computers and computer network systems.

PREFERRED KNOWLEDGE, SKILLS & ABILITIES:

Thorough knowledge of very & ultra high frequency-high power RF transmitter systems including antennas and transmission lines, microwave systems, digital audio and video systems including current video and audio compression technology and ATSC encoding systems including design and engineering concepts.  Thorough knowledge of television technical systems including studio systems, transmission systems, distribution systems, satellite transmission and reception, IT networks and fiber optic systems.  Ability to hire, train and evaluate personnel.
